A Russian court decision ending a marriage is only half the proof. Under Article 25 of the Family Code, a court divorce takes effect on the day the decision enters into legal force, but the former spouses may not remarry "до получения свидетельства о расторжении брака": until they receive a divorce certificate from the civil registry office (ZAGS). For anyone planning to give notice of marriage in the UK, the file needs both documents, each translated.
Russian document translation for the UK is full of details like this: which ZAGS document proves what, how names move into Latin letters, and where the patronymic goes. This guide also covers the police certificate and documents from Belarus and Kazakhstan.
Do Russian documents need a certified translation for a UK visa?
Yes, unless every word is in English. Paragraph 39B(f) of the Immigration Rules requires "the version in the original language and a full translation that can be independently verified". The translation must be dated and include confirmation of accuracy, the full name and signature of the translator or an authorised official of the translation company, and contact details. For leave to remain and indefinite leave to remain it adds "certification by a qualified translator and details of the translator or translation company's credentials". See what a certification statement must include.
Other offices follow their own rules. HM Passport Office wants "certified translations as well as the originals", and for paper applications a translator "who is a member of a recognised professional organisation": use one who meets that wording. Register offices in England and Wales ask for "a translation of any documents that are not in English". UK ENIC is the exception: it reads Russian free under its Translation Waiver Service, which is "only for people applying for a Statement of Comparability"; universities and employers may still want a translation.
Which Russian documents will you need, and who issues them?
Civil status records come from ZAGS, the civil registry office (otdel zapisi aktov grazhdanskogo sostoianiia), which registers births, adoptions, marriages and deaths, HM Passport Office notes, as well as divorces (Family Code, Article 19). Titles are transliterated with the table Russian passports use:
| Document | Russian title | Issued by | What to know |
|---|---|---|---|
| Birth certificate | свидетельство о рождении (svidetelstvo o rozhdenii) | ZAGS | If the parents are unmarried, the father is added at his request or once paternity is established |
| Paternity certificate | свидетельство об установлении отцовства (ob ustanovlenii ottsovstva) | ZAGS | Issued alongside the birth certificate in that case |
| Marriage certificate | свидетельство о заключении брака (o zakliuchenii braka) | ZAGS | Records the surname each spouse will use after the wedding |
| Divorce certificate | свидетельство о расторжении брака (o rastorzhenii braka) | ZAGS | States the surname each person takes after the divorce |
| Court decision | решение суда (reshenie suda) | Court | Needed for divorces with common minor children or without consent |
| Change of name certificate | свидетельство о перемене имени (o peremene imeni) | ZAGS, or a consulate abroad | After it is issued, no passport can be issued in the old name |
| Police certificate | справка о наличии (отсутствии) судимости | Interior Ministry (MVD) | See the police certificate section below |
| Internal passport | паспорт гражданина Российской Федерации | MVD | Cyrillic only; unlike the international passport, it shows marital status and registration |
Details are from HM Passport Office's Russia profile and the State Department's schedule. Two more points:
- Repeat certificates. ZAGS issues a repeat certificate (povtornoe svidetelstvo) when the original is lost, damaged or otherwise unusable, but not a repeat marriage certificate once the couple has divorced (Article 9 of Federal Law No. 143-FZ). Translate its new issue date and any repeat-issue wording exactly.
- Hospital records are not birth certificates. HM Passport Office lists three, including the obmennaia karta, which show the mother's name, the child's sex and the date of birth. The ZAGS certificate is the document to translate.
Translate Soviet-era certificates as they are, with place names as written: Ленинград is Leningrad, with "[now Saint Petersburg]" as a translator's note if it helps.
How do you prove a Russian divorce in the UK?
With the ZAGS divorce certificate, plus the court decision where a court dissolved the marriage. Russia has two routes:
- At ZAGS (Family Code, Article 19): by mutual consent where the spouses have no common minor children, or in a few special cases. The divorce is registered and the certificate issued a month after the application.
- In court (Article 21): where there are common minor children or one spouse does not consent. The marriage ends when the decision enters into legal force, the court notifies ZAGS within three days, and the spouses cannot remarry until they receive the divorce certificate (Article 25).
For a court divorce, translate both documents in full, including every stamp and date. In England and Wales, GOV.UK requires proof of a divorce granted outside the UK when you give notice of marriage, checked for £55 by the register office or £83 if the General Register Office checks it. See divorce document translation.
How should Russian names be spelled in the translation?
As in each person's international passport. HM Passport Office notes that Russian international passports show "forename and surname in both Cyrillic and Latin", while "the patronymic name will only appear as Cyrillic text", and internal passports show names in Cyrillic only.
The Latin spelling follows the Interior Ministry's transliteration table (MVD Order No. 996 of 31 December 2019), which matches ICAO Doc 9303. The letters that cause disputes:
| Cyrillic | Latin | Example |
|---|---|---|
| Ж, Х, Ц, Ч | ZH, KH, TS, CH | Жуков = ZHUKOV |
| Щ | SHCH | Щукин = SHCHUKIN |
| Й | I | Дмитрий = DMITRII |
| Ю, Я | IU, IA | Юлия = IULIIA |
| Ы, Ъ | Y, IE | Крылов = KRYLOV |
| Ь | not written | Наталья = NATALIA |
Passports do not always follow the table. Under the same order, an applicant can ask for the Latin spelling to match an earlier biometric passport, a marriage or divorce certificate, a spouse's or parent's passport, or a residence document from another country. That is how a valid passport can show YULIA rather than IULIIA. HM Passport Office does not ask British-Russian dual nationals to align their passports for transliteration differences or a missing patronymic.
The working rules:
- The person's own name follows their passport, even where the table would differ.
- Everyone else is transliterated with the table, identically in every document.
- The patronymic is labelled "Patronymic". It is formed from the father's first name (Family Code, Article 58) and is never a middle name.
- Surnames follow the certificates. Spouses may take one surname, keep their own or join both (Article 32), and the marriage and divorce certificates record which.
How do you get a Russian police certificate from the UK?
Through the Consular Section of the Russian Embassy, GOV.UK's country notes say, or through a representative in Russia. The certificate is the spravka o nalichii (otsutstvii) sudimosti, which GOV.UK calls a "Notice of Conviction or No Conviction". It is issued by the Interior Ministry's Main Information and Analytical Centre or its regional divisions; in Russia you can apply online through the public services portal. From abroad you fill in the form in Russian and present your passport. GOV.UK lists no fee and a usual turnaround of 30 days, but its Russia entry was last updated in April 2017, so confirm the current arrangements with the embassy.
Skilled Worker entry clearance applicants in listed health, education and social care jobs, and their partners, need a certificate from each country where they spent 12 months or more in the last 10 years since turning 18 (Appendix Skilled Worker). UKVI expects the latest one to be no more than 6 months old, with a 39B(f) translation. If a certificate genuinely cannot be obtained, the rules accept "a satisfactory explanation why it is not reasonably practicable", with details of your attempts. See police certificate translation.
What about Russian-language documents from Belarus and Kazakhstan?
They follow their own rules, set out in HM Passport Office's profiles:
- Belarus. Birth, marriage and death certificates have two information pages, "one in Russian and the other in Belarusian". Translate both; any difference between the Russian and Belarusian forms of a name belongs in a translator's note. Some documents give the forename and patronymic as initials, and a birth certificate issued a second time says so. Passports should romanise the forename and surname from Belarusian, though some holders ask for the Russian form, and the patronymic Ivanovich in Russian is Ivanavich in Belarusian.
- Kazakhstan. Names follow either the Russian convention, with a patronymic ending in -ovich or -ovna, or the Kazakh one, with uly or kyzy after the surname. Birth certificates carry no marginal notes; a mistake means a replacement certificate. The State Department notes the police certificate can be obtained online at egov.kz with an electronic signature.
For documents from Ukraine, see our Ukrainian documents guide.
Why Russian translations get questioned
- A court decision without the ZAGS divorce certificate.
- Three spellings of one name across passport, translations and forms.
- The patronymic dropped or turned into a middle name.
- A hospital record offered instead of the ZAGS birth certificate.
- A repeat certificate translated without its new issue date.
- A current-country police certificate issued more than 6 months before the application.
- One page of a Belarusian certificate left untranslated.

Questions people ask
Do I need to translate my Russian internal passport?
Usually not. HM Passport Office notes that the internal passport is Russia's domestic identity document, shows names in Cyrillic only and, unlike the international passport, records marital status and registration. Translate the pages you rely on if an office asks, but prove a marriage or divorce with the ZAGS certificate.
Which spelling of my name should the translation use?
The spelling in your current international passport. Russian passports follow the MVD transliteration table, but you can ask for an earlier spelling to be kept, so your passport may differ from the table. Matching the passport keeps your translation consistent with your visa or eVisa and other Home Office records.
Is the patronymic a middle name?
No. Under Article 58 of the Family Code the patronymic is formed from the father's first name, and Russian international passports show it only in Cyrillic. Translate it and label it "Patronymic" so that parents and children can be linked across documents.
Can I use a Soviet-era Russian certificate?
Paragraph 39B(f) asks for the original document and a full translation and sets no cut-off date. Translate the Soviet form as it is, with place names as written. If the original is lost, ask ZAGS for a repeat certificate and translate its new issue date.
Does UK ENIC need my Russian diploma translated?
No. Russian is in UK ENIC's free Translation Waiver Service for a Statement of Comparability. Universities and employers set their own rules, so check before relying on an untranslated diploma; see the UK ENIC statement of comparability guide.
How long does a Russian police certificate take?
GOV.UK's country notes, last updated in April 2017, give a usual turnaround of 30 days through the Russian Embassy, and the State Department says MVD offices must issue the certificate within 30 days. Because UKVI wants the certificate from your latest country of residence issued within 6 months of applying, order it early and have it translated as soon as it arrives.
How much does a Russian translation cost, and how long does it take?
Official Translations, a member of the Association of Translation Companies (ATC), charges £29.95 per page, a page being up to 300 words, with a signed certificate of accuracy that meets paragraph 39B(f) in full, including the credentials element for applications made in the UK. Most one-page certificates arrive as a signed PDF by email within 24 hours, longer documents take 1 to 3 business days, and a printed hard copy by post costs £14.95 more.
